Electronic Player Passport (“EPP”)

An EPP is an account of a footballer’s registration history since the age of 12. For those who are familiar with the old term “International Player Passport” or “IPP”, it’s the same thing but in an electronic format.

When an international transfer takes place, and it triggers a training reward, like training compensation or the solidarity mechanism, an EPP is created with the player registration information from relevant MAs. This EPP is used to distribute the training rewards.

How does it work? —> Ghana and the EPP

I had the pleasure of speaking with the TMS Manager of the Ghana Football Association (“GFA”) Francis Adu Essah who explained why this process was working very well in Ghana.

Firstly Francis explained that every active club in competition in Ghana has a FIFA Connect account (see below). Once a club is registered, a FIFA Connect account is set up for it automatically, so that all its players can be registered. This is FREE of charge. The FIFA Connect account generates the player passport. This then syncs with the club’s FIFA Transfer Matching System (“TMS”) account (see below), which again is available to all clubs in Ghana FREE of charge.

Following the trigger of a training reward involving a Ghanaian club, a Provisional EPP is generated. As all clubs subscribe to the FIFA Connect and TMS, FIFA is able to seamlessly notify both the GFA and its affiliated clubs of the transfer, and invite them to the review process of the Provisional EPP which has been generated in TMS. A review process ensures the EPP is complete and allows FIFA to determine the final accurate version and facilitate the calculation of training rewards. At the end of this EPP process, an allocation statement is generated, establishing the exact amounts owed by the new club to each training club.

In Ghana, if there are any errors found on the EPP, clubs (with the assistance of players) may contact the GFA with any evidence available to have the EPP amended before its final approval by FIFA.

Moral of the story is……🥁

……For the EPP process to work well, all clubs should have FIFA Connect and FIFA TMS accounts, which are provided by FIFA to all MAs for use by their affiliated clubs free of charge. So really, there is no excuse why all clubs shouldn’t have an account 🤷🏽‍♀️.
